Ivan Serdyuk, The Chairman of the Management Board of Kazakhstan’s Central Securities Depository (KCSD) attended a meeting of the ASEAN+3 Bond Market Forum in Busan, South Korea, organized by the Asian Development Bank (ADB).
Kazakhstan’s participation in the forum was a continuation of its ongoing efforts to strengthen international ties and enhance transparency in the domestic market. Kazakhstan joined the ASEAN+3 Bond Market Forum (ABMF) as an observer in 2025. In May 2026, the Bond Market Guide for Kazakhstan was published with the support of ADB. The Guide is the first comprehensive publication covering the regulatory framework, debt instruments, clearing and settlement in Kazakhstan’s bond market.

Further development of the capital market calls for improvements to the regulatory framework, greater liquidity and the attraction of international investors. Key reforms will include the adoption of a new Capital Market Law aligned with international standards and the introduction of a “single-window” approach through the Central Securities Depository.
Under the Capital Market Development Program through 2030, priorities also include developing the institutional investor base, expanding the participation of private asset management companies in the management of pension assets and introducing new financial instruments.
Against this backdrop, KCSD is transforming into an internationally integrated post-trade infrastructure provider and a regional gateway to Central Asia. Its main areas of focus are cross-border settlement, international cooperation, the digitalization of services and broader access for foreign investors to Kazakhstan’s market.
On the sidelines of the forum, KCSD’s management held a working meeting with representatives of Korea Securities Depository (KSD). The parties discussed opportunities for cooperation, the exchange of experience in cross-border settlement and the development of digital infrastructure.

During the visit, meetings were also held in Seoul with international investors and representatives of financial institutions. Discussions focused on enhancing Kazakhstan’s investment attractiveness, expanding access to the domestic capital market and promoting Kazakhstani financial instruments in global markets.
Participation in the forum and meetings with international investors marked an important step in promoting Kazakhstan’s capital market globally, strengthening international partnerships and creating new opportunities to attract foreign investment into Kazakhstan’s economy.
