Pursuant to the resolution of the Board of Directors of Central Securities Depository JSC (the Central Securities Depository), adopted by absentee voting held on 10 July 2026, Additions and Changes No. 10
to the Rules for the Implementation of Registrar and Depository Activities (Special Part) have been approved.
The amendments have been developed in connection with the approval of the Rules for Implementation of Activities in Relation to Digital Financial Assets, developed in accordance with the provisions of the laws of the Republic of Kazakhstan “On the Securities Market” and “On Digital Assets in the Republic of Kazakhstan”, which provide that the Central Securities Depository:
acts as an organization for the custody of the underlying asset of digital financial assets;
carries out activities related to maintaining the register system of holders of digital financial assets;
is entitled to carry out the activities of a digital financial asset platform operator or a digital financial asset trading platform operator without the need to undergo accounting registration with
the National Bank of the Republic of Kazakhstan.
The amendments also specify certain specifics of the implementation by the Central Securities Depository of certain banking operations under the EU CSDR Regime.
The amendments shall enter into force on July 31, 2026.
The provisions of the amendments relating to the EU CSDR Regime shall apply to legal relationships arising on or after 1 June 2025.
