The Central Securities Depository Announces Appointment of New Chairman of the Management Board

By the resolution of the Central Securities Depository’s Board of Directors dated April 25, 2025 Yedil Medeu has been appointed as the Chairman of the Management Board.

Yedil Medeu has over 16 years of experience in the financial sector. He worked in the Agency of the Republic of Kazakhstan for Regulation and Supervision of the Financial Market and Financial Organizations, Committee for Control and Supervision of the Financial Market and Financial Organizations of the National Bank of the Republic of Kazakhstan, the National Bank of the Republic of Kazakhstan, the Agency of the Republic of Kazakhstan for Regulation and Development of Financial Market (ARDFM) and held senior positions, including the position of Director of the Securities Market Department. 

Since June 2021 Yedil Medeu was Deputy Chairman of the Management Board of the Central Securities Depository, supervising its business operations, strategic and business development areas, risk management, international relations and press office.

He was directly involved in the development of the Central Securities Depository’s policy and strategic documents, such as Development Strategy for 2022–2024, Sustainability Policy, ESG Standards Implementation Plan and other documents. In addition, he was responsible for liaising with ARDFM, AIFC, Euroclear, Clearstream, Bank of New York Mellon, as well as with the Central Securities Depository’s clients within depository activities. In collaboration with these organizations and with his active involvement, a number of initiatives were implemented, including the introduction of a new line of business in the securities market — account operator services, the expansion of the Central Securities Depository’s client base through AIFC participants, the opening of a direct custody account in the U.S. with the global custodian Bank of New York Mellon and the Central Securities Depository’s attainment of Qualified Intermediary status from the U.S. Internal Revenue Service. 

Starting from May 2023, he was elected as a Chairman of WFC Board (World Forum of Central Securities Depositories). His main task in this role is to organize the World Forum of Central Securities Depositories, which will be held in 2025 in Almaty.

His experience and knowledge, gained over years of work in government bodies and the Central Securities Depository, will be focused on continuing the set development course of the Central Securities Depository in close communication and cooperation with the financial market regulator, which is also reflected in ensuring the stability of the Central Securities Depository as a core infrastructure institution of the securities market, developing existing services and introducing new ones in depository and registrar activities, continuing the automation of securities registration and settlement processes, as well as implementing innovations in the operations of the Central Securities Depository.

The Central Securities Depository (KCSD) is a key infrastructure institution of Kazakhstan’s financial market in the field of post-trading services and has been providing services for over 28 years.
In Kazakhstan’s securities market, KCSD serves as the single center for recordkeeping of proprietary rights to securities, carries out settlements for all exchange and over-the-counter transactions, and provides local participants with access to international securities settlement systems.
KCSD offers its clients depository, registrar, and information services, as well as bank account servicing and payment agent services. KCSD is the authorized depository of the National Bank, the Ministry of Finance, and local executive authorities of the Republic of Kazakhstan.

WFC unites five regional associations of central securities depositories: the Association of Eurasian Central Securities Depositories, the Association of European Central Securities Depositories, Americas’ Central Securities Depositories Association, Africa & Middle East Depositories Association, and the Asia-Pacific Central Securities Depository Group.

He graduated from Al-Farabi Kazakh National University in 2007 with a major in "Management".
In 2009 got master degree in Finance within the framework of a joint project between the National Bank of the Republic of Kazakhstan and the Kazakh Economic University named after T. Ryskulov.
