Changes and Additions No. 22 to the Rules for Registrar and Depository Activities (General Part) Approved

By resolution of the Board of Directors of Central Securities Depository JSC (the Central Securities Depository), adopted by way of absentee voting on June 30, 2026, Changes and Additions No. 22 to the Rules for Registrar and Depository Activities (General Part) were duly approved.

The amendments and additions provide, inter alia, for the following:

clarification and systematization of the types of personal accounts and the categories of persons for whom such accounts may be opened;

segregation of the provisions governing personal accounts in the system of registers of instrument holders from the provisions governing personal accounts of nominee holders;

introduction, in accordance with the legislation of the Republic of Kazakhstan, of the synonymous terms “depositor’s personal account” and “nominee holder’s personal account”;

establishment of provisions governing conditional personal accounts;

introduction of an “underlying asset” section of a personal account for the accounting of instruments constituting the underlying asset of digital financial assets, as well as the possibility of accounting for such instruments in the “underlying asset” section of a sub-account opened under a depositor’s personal account.

The amendments shall enter into force on July 21, 2026.

Changes and Additions No. 22 to the Rules for Registrar and Depository Activities (General Part) have been posted in the [Amendments and Additions] tab of the [Registrar and Depository Activities] subsection of the [Rules] section on the Central Securities Depository’s website.

The updated version of the Rules for Registrar and Depository Activities (General Part), incorporating the relevant amendments and additions, will be posted in the [Current Version] tab of the [Registrar and Depository Activities] subsection of the [Rules] section on the Central Securities Depository’s website.
