Assignment of international identifiers (ISIN, CFI and FISN)
Assignment of international identifiers (ISIN, CFI and FISN) to securities and other financial instruments issued in accordance with the legislation of the Republic of Kazakhstan as well as in the International Financial Center Astana.
The purpose of assigning international codes is to standardize the identification and uniform classification of internationally traded financial instruments as well as national financial instruments under a unified international codification system.
ISIN is an international identification number assigned to securities and other financial instruments for the purpose of their identification and systematized recording. ISIN is the only unique identifier of securities and other financial instruments in the Republic of Kazakhstan.
CFI and FISN codes change if the information about securities (financial instruments) and their issuer previously used to generate these codes changes. The basis for changing the information about securities and their issuer is an application to change the CFI and FISN codes in the prescribed form, with attachment of the documents submitted earlier and the content of which has changed. There is no need to file an application to change the ISIN code, because according to ISO 6166 the ISIN code cannot be changed.
Ordinary and preferred shares; bonds; units of mutual investment funds; bank deposit certificates; all types of public securities issued by the Ministry of Finance of the Republic of Kazakhstan, the National Bank of the Republic of Kazakhstan, local executive bodies; securities issued in accordance with the law of Astana International Financial Center; and interests in the authorized capital of limited liability partnerships, the register of participants of which is kept by the Central Depository.
The Central Securities Depository cancels identifiers assigned earlier to instruments of any denomination in case instruments of such denomination cease to exist as objects of civil rights on the basis of a confirming document.
According to the current tariffs, the cost of the service is 5 MCI.
The Central Securities Depository shall assign (change, cancel) the identifier within two working days from the day when the grounds for assignment (change, cancellation) arise.

The FISN code is designed to provide a consistent and uniform approach to standardization of summaries of financial instruments. This code contains the information about the name of the issuer and certain characteristics of securities (financial instruments) defined at their issue, such as currency and par value, maturity date, type of security, type of remuneration, etc.
